A systematic process of identifying and documenting what an organization actually requires before initiating a procurement activity, ensuring specifications are fit for purpose and not over-engineered.

A needs assessment is the critical first step in any procurement process. It involves working with stakeholders to understand the underlying business need, define functional and technical requirements, establish evaluation criteria, and determine budget parameters — all before going to market.

Skipping or rushing the needs assessment is one of the most common procurement mistakes. It leads to specifications that are too vague (resulting in unsuitable proposals), too prescriptive (limiting competition and innovation), or misaligned with actual business requirements. A thorough needs assessment typically takes 2-4 weeks for complex categories.

Why it matters: A university IT department requests procurement of "a new CRM system." A proper needs assessment reveals they actually need better data integration between three existing systems, not a new platform — saving €200K in unnecessary software licensing.
